how old is the baby? I mean, if it's in order to go trick-or-treating for candy, she should be old enough to eat it. I wouldn't (and never have) taken a baby younger than 2 out on Halloween, it's just not a good age IMO. Children don't remember before that age anyway, so what's the point (unless you want candy for yourself)
Some costumes that are easy for babies though could be some bunny ears on a all-in-one pink sleeper or a little witch's hat or even dressing her up like a little clown (tho I'd forget about the makeup part on a baby's skin) maybe just a nose and funny wig.
Trick-or-treating is more for older children I believe, they can understand what it's all about after around 5 and it's also very scary out there with candy being tainted etc. so you have to be sooo careful about where you trick-or-treat and checking all the goodies of course. Good luck with this!
